Sign Permits & Information

The Sign By-law, which lays out rules for signs used for business identification or promotional reasons, was passed by the City of Toronto in 2010. All signs fall into one of two categories: first-party (to designate a facility that houses a business or service) or third-party (to advertise goods or services not related to the premises). The Sign By-Law Unit at City Hall is responsible for overseeing and enforcing the sign by-laws. Law's. Submitting a Sign Permit Application

Depending on the type of permission you're looking for, different forms, documentation, and drawings are needed to submit an application. Please choose from the list below to view a complete list of every piece of information needed for each type of application.

First-Party Sign Permit

  • Description of Services : Before placing a sign used to advertise a company or service that is offered on the land, a First Party Sign Permit is necessary.
  • Outcome of Service : Sign / Building Permit 

Third Party Sign Permit

  • Description of Services : A Third Party Sign Permit is required before placing regulations signs that promote a company or service that is not on the land or accessible there.
  • Outcome of Service : Sign / Building Permit

Sign of Variance

  • Description of Services : Before a sign permit can be awarded for a sign that does not adhere to the sign requirements, sign variation permission is necessary.
  • Outcome of Service : Decision of Sign Variance (Refusal or Approval)

Sign By-Law Amendment

  • Description of Services : A Toronto sign regulations ordinance violates the Sign By-law, which implements a prohibition on the erection or exhibition of signs generally or in relation to particular premises or areas, or that would change the designation of a premises' Sign District, requiring amendment approval before an information sign permit can be awarded.
  • Outcome of Service : General or site-specific changes to the sign by law (Approval or Refusal) 

Signage Master Plan

  • Description of Services : Before granting a building permit sign for three or more signs that do not meet the sign requirements, ensure that the signage master plan has been approved.
  • Outcome of Service : Choosing a signage master plan (Approval or Refusal)

PPR (Preliminary Project Review)

  • Description of Service : Any necessary deviations, applicable law approvals, or instances of Sign By-law non-compliance will be found during a preliminary project review (PPR).
  • Outcome of Service : Notice of PPR (identifying required variances, non-compliance, and applicable laws)

Sign Permit Related Fees

The minimum charge for a sign permit is $309.30, which also includes a building permit fee of $65.34. When requesting a double-sided sign, make sure you provide the space needed on both sides. an administrative fee of $891.00 per sign face is charged to every sign application if a sign has been erected without the necessary sign permit or variance approval.

Sign Complaints & Compliments

Do you have an issue with a sign or a service? Or would you like to express your appreciation for our staff compliments or complaints regarding signs can be communicated via phone or email. Within 48 hours of receiving a complaint, we will designate an inspector to follow up and look into it.

We will send out an inspector right away to resolve a complaint about a sign that is or looks harmful and could put the public at risk for health and safety. When filing a complaint, please be specific, including the location and date of the incident. Another resource is a picture of the sign. Anonymous complaints are acceptable, or you can provide an inspector with your contact information so they can investigate further.

Sign Inspections

Holders of Sign/Building Permits can request, cancel, or reschedule an inspection online. Monday through Friday, during regular business hours, inspections are conducted. You can request a sign inspection via https://secure.toronto.ca/InspectionRequest/index.do. 

One or more inspections will happen after a sign permit is granted. You can get in touch with your inspector to schedule a footings/foundation inspection for ground signs and a final inspection for all signs when installation is complete. Third Party Sign Tax

Third Party signs in Toronto are subject to a yearly Third Party Sign Tax (TPST).The TPST is determined by the sign's size, position, kind of copy, and other factors. Six categories, from Class I (lowest amount) to Class VI, are used to classify signs (highest amount). The TPST has annual fee increases. Payment is expected by July 1 once invoices have been evaluated by March 31.
